Can't become Thane ANYWHERE (Whiterun doesn't count that one is scripted)

So, as the title reads, I can't become thane in any hold. I can do the tasks for every Jarl, however, after that, the option to ask if they would like me to do more (the dialogue option where they tell me to go help 5 people) doesn't appear. At first, I thought it was just Solitude, but it was Falkreath and Markarth aswell. I use SKSE, Loot NMM, The usual, and this is my load order.
