Settler pathing mechanics and tall buildings

Heya folks. So I've been building up (rather than out) this playthrough and I'm running into a problem which I have a feel there isn't any way around but before I give up hope I thought I'd ask.

 

I'll fast travel to a settlement which is built up high (in some cases with no stairs up via the teleport fast travel mod) and my settlers are nowhere to be found....until I look around the base of my settlement and they're all standing around at the base. I've noticed this at Coastal Cottage (my characters personal settlement with a few settlers) and Spectacle Island (my big settlement).

 

I started building stairways up with pathable stairs however the issue seems more prevalent than before now that they can get downstairs. I tried using the keycard lock mod to lock the doors out with a blue keycard and in with a red keycard (which all settlers have) yet they don't seem to utilize the cards well, or at all. I can get the majority of them to come running with the settler bell but they eventually path back down to ground level after the bell effect wears off. I suspect that the elevation is causing issues (8 foundation blocks high) but I'm not sure.

 

Has anyone found a solution to an issue like this? A one way wall or some such mod? Lower settlements? Any ideas and or help is appreciated! Thank you!
