There are not enough goody two shoes quests where you can feel you've made Skyrim a better place. This is a fairly extensive multi-stage quest that makes you the founder and patron of a home for the poor and indigent of Skyrim.

Stage One

A wandering monk stops you on the roadside. This is only triggered at some late game point, maybe after the main questline.

"Dragonborn, I have had a vision. $GOD$ has told me that the $FORT$ will become a shining beacon for the poor and the hungry, and that you will be his sacred tool in bringing this vision to reality."

You are tasked with clearing out a specific bandit nest / abandoned fort. If it has already been cleared earlier, it gets repopulated with baddies when you accept this quest. Monk tells you he'll be waiting in $TOWN$ for news.

Stage Two

You go talk to Monk, tell him the place is safe. He is at the church of his god in $TOWN$. Priest explains that he supports this monk, and has assigned an acolyte to go with him to create the monastery. You need to safely escort the monk and his buddy to the fort location. When they arrive they thank you, and explain that supplies are arriving soon. Go tell the priest that we are safe here and ready to work.

You go back to the church, priest tells you that there are many poor and disadvantaged throughout Skyrim, and that you should seek them out and bring them to the Monastery.

Stage Three

All (many?) of the beggars can now be coaxed to go and join the monastery, that they will have work and food and safety there. The kids from the orphanage can be escorted there as well.

You will likely need to fulfill any personal beggar's quest before he'll be able to be convinced to go. You might want to escort them to make sure they make it there.

As each new perosn arrives, the monastery develops and grows. A farm develops. A beekeeping station. Cows, a kitchen, a small brewery. Thje more that come, the more it becomes a thriving little community.

Stage Four

Once you reach a certain threshold (e.g. you've sent six guys there safely), the next time you sleep you get a vision. $GOD$ tells you that you have served him well and brought love and life into the world. From that point on you are permanently under $GOD$ blessing (or some other nifty perk.

When you go to the monastery people are thanking you for turning their lives around. There's always a warm hearth, bed, and a feast for you here among your devotees, Dragonborn!

HERO!

I am actually considering trying to make this, but obviously it is a big mod that will need a lot of work...
