[Modders Question] - adding new magic effects

I've been trying to add some new MGEF into the game, mostly because I want variations of what's used and have figured out how to alter them in some ways, but I can't for the life of me get it to work in game after changing the ID number. Replacing the spells work though and I do my best to check to make sure that the ID's not used elsewhere. Any suggestions?
