With the possible exception of the Night Mother, he has never communicated with a mortal. He is the essence of change, and his agents bring about change, whether its through their own lives (IE eventually dieing) or changing the world around them (which is where Vampires and other immortals fit in). So long as his agents keep things moving, they are serving Sithis, regardless of the fact they may be stagnant htemselves. As for Sheogorath and the 'sithis shaped hole' thing.... Shaeogorath is the most erratic, least predictable of the Daedric Princes. Unpredictability is great for change.
