When you want to buy a house in Skingrad, you have to talk to the steward Hal-Liurz who I think is in Skingrad County Hall, who tells you to find Shum gro-Yarug (if he's not already in the same room). You'll need a fame of 15. One reason why you have a map marker but no contact is might be because the marker is indicating a rendezvous point rather than the person himself. Readme extract:"This fixes the NPC Shum gro-Yarug who is insome peoples version of the game missing,meaning you cannot purchase the house inSkingrad. This mod places him in the WealdInn in Skingrad.
