Modded Skyrim now stuck to very low settings

Hey everybody, I need help

I have installed about 20 mods in my skyrim directory and a few texture replacers. It was all going well until 2 days ago, when I noticed that the ingame graphics were extremely low. In the splash screen the options told otherwise: high quality set. I read a few articles that suggested to go to "My Games->Skyrim" and copy the "Skyrimprefs.ini" to "Programs->Bethesda Softworks->Skyrim->Skyrim" and overwrite the old ini file there so the two "Skyrimprefs.ini" files in the two folders would be identical. Of course i followed step by step the procedure, but it still didn't work. I tried reinstalling the game and putting the mods again, but the result was the same. What can I do? I saw a topic similar to mine made by Pinky123 but there was no solution to the problem. Anyone help please? Thanks

ok now i'm pissed: reinstalled the game ONCE AGAIN with NO mods whatsoever, the pc sets to high quality and I STILL HAVE LOW QUALITY! WTF is going on here? is there anything I should delete that i missed to delete??

I noticed that the stretched polygons in game are plants like bushes or some trees...odd

Here's a longshot solution you could attempt.

First, browse to the \Skyrim\ folder found at \My Documents\My Games\ and make sure that Skyrim.ini and SkyrimPrefs.ini are writable by checking that the "Read Only" tick box found under properties is unchecked. Open the Skyrim Launcher and configure your graphics options how you'd like them. Close the launcher then go back to the .ini configs and make both of the read only. Finally, try launching the game and see if it worked.

ok i've done what MShoap suggested me, nut it did not work.... i modified the Skyrimprefs.ini that is in the directory Bethesda Softworks/The Elder Scrolls V Skyrim/Skyrim/ (i did backup of the old one) so that is EXACTLY the same as the ini in My Games directory, and it didn't change a thing...so i put the old one on again...what am i doing wrong? i noticed that the ini file in the Bethesda Softworks/TESV Skyrim/Skyrim/ directory has different iSize options than the other ini file...and i changed them, but nothing happened, the game is still stuck to low quality even though in the options there is high quality mode set.

Here's a copy of my skyrimprefs ini in Bethesda Softworks directory:

It might also have something to my adjusting of the mipmap level of detail in catalyst control center. Idk, I had this problem once before and affected both skyrim and new vegas. Was wishing I had some other games installed to check if it was just a strange reaction to this engine.

The problem came on randomly, and the first time it just went away after a restart. It came back, and that is when this solution fixed it for me. I think. I am rather worried about it happening again randomly.
