Making an actor immune to any weather/fog/lighting effects

Hello all,

 

Odd question for you, but does anyone know a way to make an actor immune to any weather, fog, or lighting effects? For instance, if it's hazy out, I want this character to be completely visible from any distance through the haze, to cut through it completely, as though the weather does not affect it. The only important textures on this character are the glow maps, so not being able to see diffuse colors is not a problem. Any help is greatly appreciated!
