Enabling Papyrus scripts

So has anyone figured out how to enable the scripts that run on objects in the world that already have a Papyrus script attached? Or how to attach a papyrus script to an object that doesn't have one?

 

I found the FormID for a mannequin from one of the player houses using FNVedit and was able to spawn the mannequin and the full script is attached (used the command SV to view what is attached) but I can not enable it. When I try to toggle the settings on it I get the message that scripting is disabled. I used StartPapyrusScript<something>...can't remember the full command off the top of my head. Is this something not enabled yet and we have to wait for the SDK or can this be modified in the .ini somewhere?
