According google result, there are 2 type of institute sound, 1 is normal laser sound, 1 is no sound. https://www.reddit.com/r/fo4/comments/49slxy/institute_rifle_bug_could_possibly_happen_to_any/ I tried use unofficial patch for Fallout 4. But problem still there, anyone can fix this? Another question is, can there be separate Laser Rifle & Institute Rifle sound effect? because they are different. Thanks.
