A sprinting mod?

I'm looking for a mod that allows generic style sprinting (yes, like in CoD) but with a twist.

 

You speed and distance you can sprint without resting would depend on you AGI, END, weight carried, armor type worn (light medium heavy), armor weight, weapon equipped (ranged, melee, one handed, 2 handed) and if it's holstered or not, the weight of the weapon itself, your current health and crippled limb status, and perks (eg Travel Light)

 

Any mods already like this, or anyone making a mod like this or how would I make a mod like this?

Project Nevada includes sprinting. You could then edit the script to use these stats.
