Reasonable conjuration limits / balancing.

So what I'm looking for is the ability to raise an unlimited number of dead NPC's abiding by default time/level restrictions of spells, as well as one of each brand of atronatch, or two if you have that perk. This seems like the most sensible way for conjuration to work, as you still won't be able to go full zombie army and whatnot until you get to a high enough level to get the spells that don't have time limits on them, but will make lower level raising still viable (because honestly, if you're limited to one summon, you've never going to pick a zombie over an atronatch.
