Persistent Quest Breaking Bug - Can't receive rewards

So the scenario is this same across most quests where I receive a reward. I speak to npc, npc saying a thing such as "take this" and does the appropriate "hand over" animation as normal, however I do NOT receive items, and the dialogue is stuck where the npc does not speak, and I can attempt to skip his dialogue and my character makes the "mhm" sounds but the dialogue does not skip, even after I've clicked enough to go "mhm" multiple times.

I've observed this bug on The First Step with the Flare Gun & ammo, and Righteous Authority on Call to Arms (which itself was a hassle). After that, I reinstalled the whole game and my mods (excluding achievements, 3 quest mods, and some armor) and as soon as I loaded a save before even receiving Fire Support, I received the flare gun and ammo, and a radiant type quest to sell melons to a farmer also went through and took my melons away and gave me caps. Upon completing Call to Arms without problems, I received Righteous Authority as normal.

However, I am encountering the bug again in Tradecraft. I can't receive The Deliverer from Deacon and he gets stuck saying nothing.

Other symptoms seem to be the inability to disarm laser/normal tripwires, and having some difficulty picking up some (but not all) quest items, such as unidentified compounds in a certain quest involving creating a legendary power armor chest that I can't recall the name of.

 

I use nmm to install mods and LOOT to sort the load order.

Could a specific mod be doing this? What can I do to fix it?
I'll check back on this thread option to answer questions and look for responses.

EDIT: I realized live dismemberment had 3 .esps so I just removed it.

So, after a great deal of troubleshooting it turns out that the culprit was visual reload.

If anyone comes across this topic looking up these bugs, simply uninstall that mod if you have it and things should work fine.

As soon as I uninstalled it all the traps I had attempted to disarm (before saving) became disarmed and I got the crafting mats from them, several effects that had been missing were processes (screen shakes, voice lines form using chems) and I was able to get deliverer properly. I heard once that mods tied to animation can hang the game up in this manner, but it seems that it doesn't have to add/change an animation for issues to occur.
