Skyrim Freezes upon entering Dawnstar

So my Problem is every time I go to enter Dawnstar Skyrim freezes and I am forced to end the task and then reopen Skyrim. I can use the fast travel to Dawnstar where it puts me just outside but as soon as I walk into the town the game freezes. Doesn't matter where I try to enter it always freezes. I have disabled all mods that I have installed and that wasn't it, I've checked the game integrity and that turned out fine but did not fix it either.

 

If anyone has any idea how to fix this it would be greatly appreciated
