I was thinking, what if in addition to the various perks you also gained various different perks according to level that're not necessarily tied to a specific skill. I'm thinking you'd get one at level 1 and then one every 10 levels (for a total of 11). A few I can think off the top of my head.

 

Mage +5 to Destruction and Alteration (doesn't count toward leveling)

Fighter +5 to one handed and block

Knight +5 to Two Handed and Heavy Armor

Ranger +5 to One Handed and Archery

Rouge +5 to Sneak and Pickpocket

Crafter +5 to Smiting and Enchanting

Cleric +5 to Restoration and Conjuration

Vampirism Start as a vampire

Lycantropy Start as a Werewolf

 

Glass Ballista +15% damage to destruction damage when only wearing cloth

Iron Fist +10 damage while unarmed (stacks with any other benefit)

Sprinter sprint twice as long

 

Catch Arrows 5% chance to catch arrows (and put them into your inventory) when your offhand is empty.

Ebony Fist +20 damage while unarmed

Nature's Peace skeevers and wolves won't attack

Lone Wolf 5% damage when you don't have a companion

Captian 5% attack and defense for your companion

 

Diamond Fist +30 damage while unarmed

Nature's Ally bears and sabre cats won't attack

Cavalier move 50% faster on a horse

General 10% attack and defense for your companion

Fleet of Foot move 20% faster

 

One with Nature trolls and spriggins won't attack

Snatch Arrows +10% chance to catch arrows (and put them into your inventory) when your offhand is empty.

Paralyzing Palm unarmed power attacks have a chance to stun the enemy

Warlord 15% attack and defense for your companion

 

Explorer all map markers shown

Five Point Heart Exploding Technique unarmed power attacks have a small chance of instant death.

 

So what do you think? Any others you can think of?

Not off the top of my head (give me some time) but GODS yes I would like some more creative perks. After Fallout 3 and F:NV I got used to the more interesting things that those perks did, like tweak certain abilities (Black Widow and Children's Friend spring to mind) and provide skills and events that were unavailable otherwise (The Mysterious Stranger for example). Skyrim? All I see are the same buffs that SHOULD be part of the normal leveling process anyway.
