If anyone had the same problem I did just go download that here on the nexus. NVAC. I am at a lost for words, honestly. I cannot figure out what is causing the issue I am currently facing. I have completely installed New Vegas from scratch, no mods, no left over files, from steam as fresh as fresh can be. Launcher comes up fine, game loads up fine, I start a new game the opening intro plays, then it goes to the loading screen annnd then it goes to "New Vegas has stopped working." I have looked around to try and find a solution to my problem to no avail. I noticed there was a d3d9dll file fix, which didn't work, and even if it did: 1. It's for Nvidia, I have an AMD Raedon R9 380 2. It would prevent me from using any form of ENB. I am also running on Windows 10 if that helps. What's the deal?
