Infinate Pacified Enemies

Hello there, i want to make a prison in Fallout 4 and i already installed 2 mods to help me achieve that:

<a href="http://www.nexusmods.com/fallout4/mods/18436/?">Prisoner Shackles</a>

and also,

<a href="http://www.nexusmods.com/fallout4/mods/19316/?">Permanent Intimidation</a>

but as soon i lock somone in prisoners shackles and pacifiy another raider other one becomes hostile. I would love to have a mod who fixed that issue and if the mod will be good enough i might decide to give the creator of the mod a little bonus, for his "HARD WORK".
