I've done the tips about forcing vsync through NVIDIA, turning off vsync in the inis & setting fullscreen. I've done ENB memory patch & vsync cap. I've verified my cache. I've turned off mods one at a time. Uninstalled them all. Sometimes things seem fine, so I start turning on a few more & I'm back to square one. But it doesn't actually seem to be any specific mod or mod combo & reverting what I've done like one or even say three steps doesn't necessarily make things better. Here's another crazy part. Say I launch Skyrim but it doesn't launch focused - sitting behind NMM or Chrome or w/e. The fps is smooth. Clean. No stutter (spinning logo mod).
