Even then, the clothing/armour slots are hardwired into the game, if they're anything like in Oblivion. On the otherhand, someone had started a cloak over armour mod in Oblivion, I don't know if it took the tail or amulet slot, or it was something else entirely.I didn't see a lot of work after the initial release.
