Crashing on loading screen(New Game)

So I just installed the Special Edition, and every time I click start new game my game crashes on the loading screen. I haven't installed any mods for it yet, and I've reinstalled the game twice now and I CTD at the same spot every time. Is there anyone else having this problem? My card, dx12, and all of that is up to date.

 

 

AMD FX 8350

EVGA GTX 970 4GB ssc

16gb RAM

Windows 10.

For the 970, revert back to driver 368.69 and stay there. This has been the most stable, best performing driver so far. That is what I would try first.
