lvl lists tutorial?

Well, i not looking for detailed tutorial "how to add/delete item in/from list"

I am looking for explanation at all.

 

What tiers?

How exactly they splited - What lvl mean new tier, where to set/change this setting?

What limits for tier1 armor and tier2? specific DT/AR?

 

For example there VendorWeaponsGunsTier5 which contain WithAmmoNVAntiMaterielLoot

But none of this lists have anything about lvl. Only condition lists for loot, which only contain different weapon state depending on lvl.

 

For example i want to make new NPC trader which will sell his own outfits, i want to split outfits into different tiers by lvl requirement (or there any other options except power armor perks)?
