[REQ] Less settlers to hire legendary merchants

Can some one make a mod that removes the amount of settlers you need in a settlement to hire "Legendary Merchants", some of them you can only hire if you have 10-20 settlers in your settlement...it would be great to be able to hire them regardless of how many settlers you have in a settlement (i like them small).

Honestly this is easy to get around as is without a mod:

-If you're on PC, use a console command to spawn them in your settlement, then enter workshop mode and move them into it directly.

-If you're on console, look up a mod called Lazarus. It puts a holotape in Home Plate that lets you spawn NPCs, allowing you to bring them into your settlement that way.

Note Anne Hargraves and Vault Tec rep still need to be talked to/have certain conditions met, however they don't worry about settler count.

 

If it helps too, it's not 10-20 at one settlement but across *linked* settlements, so if you have proper supply lines set up you should be able to recruit Smilin' Larry even without hassle.
