Current status of Oblivion model import?

So, it's been a long, long time since I've done any modding, way back in the good old days of Morrowind. Now that I've got a computer that can handle Oblivion, I'm kind of interested in making something. But, there were a couple issues that had killed my interest in the game. Have these been fixed at all?

 

1) Has an official model export plugin been released yet? Or, if one hasn't, have all of the bugs with third-party tools been worked out to the point where I can just do a quick 3-click export without having to spend frustrating hours trying to make things work?

 

2) Has anyone found a solution to the hard-coded animation problem? Even a partial solution, allowing one weapon's animations to be completely switched for new ones would be acceptable, if not ideal.

1) was shut down by Bethsoft, even though it still required that people buy Morrowind and convert their own files (probably because it would be too hard to track down people who uploaded those conversions).

 

2) No, there is no solution. It is not blade VS blunt, it is 1 hand vs 2 hand vs bow. This complicates things significantly since it's harder to change something without having to change everything... Including creature animations. The closest you can get are some of the buggy OBSE based dual wield mods which link an animation to the attack button.
