Would this be possible?

I feel that magic in Skyrim is slightly...I don't want to say underpowered, but I guess that's what kids are calling it these days. I came up with an idea to fix this that seems easy in theory but I have no idea if it's actually possible. I figured I'd ask those familiar with modding if it was feasible, and this place seems to be the place to do just that.

 

Fortify magic school enchantments would decrease cost and increase power (damage/time whatever). Fortify magic school/regen enchants would be stronger than what is currently available (10% regen...seriously Bethesda?!?). But, this would only work on one special enchanter and only on items that have no armor rating (because giving no real benefit of wearing clothes for mages was ridiculous imo). Also if merchants carried a larger stock of unenchanted robes and hoods that would be awesome. A few styles of gloves and handwraps with be great too.

 

Lore wise, I figured it could be a Psjiic enchanter since they are master Mystics and enchanting is mystic-y. Maybe stick the enchanter down in The Midden somewhere. If an explanation is needed there could be a vague note about bringing "the altar back from the isles" and hiding it in The Midden "because locals were suspicious that it didn't enchant armor and we didn't want it destroyed" or something.

 

I was thinking fortify school enchants with grand souls to be around 30% and do 15% more damage/last longer/higher level opponents. Magic school/regen enchants be around 25% cost reduction and 75-ish% regen. Straight up fortify magicka and fortify magicka regen at around 70 points with a grand soul instead of 62 (or whatever it is).

 

Values assume you used the relevant Enchanting skill perks obviously.

 

Aside from no spellmaking, this would solve most of the magic issues people seem to have with this game. However, I am completely unfamiliar with modding so I'm unsure if this would be possible.
