Though you shouldn't need to delete the mod download folder unless it is under the Fallout game root folder (which they shouldn't be). Your current (level 20) save game should still be usable to test for that specific problem. If it persists with a vanilla install (before you add ANY mods), then you know it's something that is included in the save game.
