NPCs bugging the hell out with a dash of CTD problems.

Alright, so this has been driving me bonkers. A lot of the NPCs of certain holds (specifically Riften and Solitude) have bugged out on me. I can't find them in the city and the only way that I can is to exit the city and TCL through the gates. Some of the NPCs affected have been Greta (Solitude) Jarl Maven Black Briar, Maul, and Madesi (Riften) just to name a few. I'm pretty sure most people from the Solitude execution event are trapped under the city. Like I said, I have to be in Skyrim's open world, enter TCL through console commands and pass through the walls to find the NPCs.

 

As a side note, I've also been experiencing CTD when travelling to Boethiah's Shrine by Windhelm, it literally crashes every time I go by Traitors Post. I can go into Traitors post and defeat all the bandits in there but the minute I try to continue on its a nice little CTD. Just figured I'd through that in there while I'm at it.

 

My Skyrim is fully updated, running version 1.9.32.0.8 with all three DLCs.

Processer: AMD A8-5600K APU with Radeon HD Graphics 3.60GHz

Edit #1: I use MO for installation and Loot to sort my load order. All of my master files have been cleaned with TES5Edit.
