Missing textures, white glowing void, etc

Is my load order fine? I'm missing a couple textures

I've unfortunately installed and uninstalled two big texture mods (Regrowth, Seasons Winter) at certain points, I feel like that messed up some textures seeing as I had to revert to older saves at one point because my pip-boy and hands went invisible

What's wrong?

I'm also getting disappearing workshop junk & supply lines, and "ghost" settlements (settlement that doesn't show up when you try to move settlers there or assign a supply line, mainly a mod settlement problem for me), but it's minor compared to other problems I have. Would like help on that too nevertheless.
