Perk editing

Not long ago i saw some mods on Nexus that modified perks, by adding more ranks with higher requirements, so, for example, armsman had 7 ranks at 0, 20, 40, 60, 80 ,90 and 100 skill which incerased damage by 20, 40, 60, 80, 100, 125 and 150%. How can i make such mod? How can i add more ranks to perks? And what programs will be necessary to do so? I haven't modded Skyrim yet, but i made some mods for Morrowind and Oblivion.

 

And please, don't tell me to search. I posted here, because i couldn't find such thing anywhere else. If you think there's actually tutorial or something on internet just post link to it here instead telling me to search.

I too am interested in this...been looking on the forums on how to edit perks and I can't find any. Nor does the mod author (Caos) have an email that I can ask him.
