Issue with medicine and ammo boxes

I've been having a weird problem in my FO4 game. Everything works really well, except for the fact 99% of ammo and med boxes contain nothing at all. I am playing on normal and I have scrounger level 2, so it shouldn't be that.

I don't even have any mods that change default ammo or medicine, so I really do not know the issue.

I already have a merged patch but I don't really know if leveled lists are for containers, too. Does anyone know what this might be?

This is so annoying, I never have any ammo or medicine because of this. NPC loot and regular chests do not seem to be affected at all.

Am I going crazy? It's been a while since I played vanilla but I am not exaggerating when I say 9/10 of them contain absolutely nothing, even with Scrounger lvl 2. I don't remember medicine and ammo being *this* scarce.
