During 200h of gameplay, I think I saw one instance of Stormcloacks and Imperials fighting outside the civil war quest scripted instances. I'd expect to see a lot more skirmishes happening during your travels. It may be easy to make a few members of these two factions to spawn more regularly and close enough to each other to start a fight. Link to comment Share on other sites More sharing options...
