This mod does almost everything you want, with the restrictions that you can do weapon enchants on armor, and vice versa (but that makes sense) but you can do all armor enchants in every piece. Furthermore, MultiEnchantments - http://www.nexusmods.com/skyrimspecialedition/mods/2694/?lets you do 5 enchants on each item.
