Can't enter Ghomorra without Crashing

Hey, me again. Been testing for a few hours, I have one small problem and one huge problem.

 

1. Problems starting a new game: My fellow gets stuck and the Doc has some weird issues when I try starting a new game, disabling my ability to do the char. gen. Somewhat the same if I try starting in the Capital wasteland. I bumped RP Alternate Start for NV down my list, and it warps me away to wherever I ask, so that's a workaround for now, but how can I fix this?

 

2. Whenever I try to enter Ghomorra on the strip, I CTD. I'll show you my load list, but I did try making a new fellow without Lucky 38 OR the FO3 mods I installed and the problem persisted. Out of all the Casinos, that's definitely my favorite, so any help you can offer, I'd greatly appreciate. Thanks.
