Get all the Nuka gang perks without console commands

I was thinking that seeing as it's impossible to get all the raider gang perks from Nuka World without console commands you should be able to obtain them one of two ways: 1. Pass the speech checks on the leader of the Pack and the Disciples during the final bit of dialog when you go to meet them during the quest An Ambitious Plan, followed up by doing 10 side missions for the Operators. 2. If you fail the speech checks you need to do 10 missions for each gang you fail the speech check for.
