FOMM nor NMM work!

For some reason since i recently installed fallout 3. I have not been able to use FOMM or NMM they just crash with a windows error when i try to start them. I have checked the fomm crash log and get this

Hope this makes sense to someone and i will greatly appreciate any help. I have tried reanstalling fomm and fallout many times and have checked the internet for hours already. Also the game works without fomm but i cant change load order.
