It is a SKSE (Skyrim Script Extender) and simply requires you put a few files in the plugin folder for SKSE (Skyrim/Data/SKSE/Plugin)

 

It fixed my very slow mouse issue, which no amount of .ini tweaking would fix.

 

It also has reports to increase FPS by 10 in Markarth.

 

It's simply optimizes some of the code in the game.
