Same old bug driving me insane.

In my many attempts to get a really epic modded skyrim I eventually run into this

I have Steam and skyrim installed outside of program files, I am using mod organizer.

 

The crash happens as I wait for all the MCM menus are loading messages to finish.

 

I have tried turning off user account control. I have tried running everything as admin. Thanks for any advice.
