Matth85
Using the console. God, I am not kidding. Level 34 Nord, 2 handed warrior, not expoiting. I met these 2 nice Bandit Marauders who casted expert level spells. I died in 2 hits. More serious: Get the right stone, be a Breton, level Alteration. 80% Mafic resistance off the bat. I believe 85% is the cap. Off topic: Do enemy mages got magicka? I feel they cast spells like turrets, all day long.
bolivor
I learned as a dual-wielder to use fus ro dah when i first see a powerful mage, then sprint in close and use power attacks. when using a shield, i use the shout to gain time to close the distance, and save my stamina for shield bashing to interrupt his spells. More than one mage, however, and I'm chugging potions. I absolutely HATE ice spells though. I'm slowly suffering a frozen death, while the mage i'm chasing calmly walks backwards while reading a book. sad panda.

Sometimes I just keep distance and try to keep them casting, running around corners spamming resto-spells on my Nord Warrior, which is the only magic I use (I find health potions to be cheap and easy). After a bit they charge at me with a dagger, probably when they run out of magic, which is when I destroy them completely. I play on Adept, so it's not incredibly hard, I can take a few spells but do get wrecked by some mages, mostly ice mages like you said. I have no problems fighting other melee characters or creatures, but I have to think about how to fight a mage. But shout at them, it definitely helps. I either use Unrelenting Force or Frost Breath. I also picked up a bow and use sneak like a little girl when I know I'm fighting mages. One shotting them from across the room with a well-placed arrow is satisfying. It's fun to see my heavy-weight-heavy-armor-two-handed-nord-warrior sneaking like a coward when it comes to mages but running batshitcrazy against melee. dianacat777
If it hasn't been mentioned yet, magic them right back. Impact + dual cast = trollface.jpg. Especially if you have -100% destruction casting gear. :
