Problem with the "Blood on the Ice" quest

Hello,

I play Skyrim on my PC and I can't start Blood on the Ice quest. I've entered Windhelm at least 4 times. I have not joined the Stormcloaks, nor have I joined the legion. But every time I enter the city, be it around 2 AM or be it any other time of the day, nothing happens!

I was so annoyed that I tried to use the console to start the quest. I typed in:

 

SetStage MS11 1

 

and nothing happened. No quest appeared in my journal. If I typed in something wrong, the console would display an error, am I correct?

So my question is what am I doing wrong, and how can I do it right?

 

P.S. I am not in the Dark Brotherhood either.

Try asking everyone, esp. Viola Giordano. If they're talking about the murders, you know you're good. Try asking the dark elves about it. I entered and exited Windhelm many times before I even knew there was a quest like this. I ran into it by accident. I was in the DB, so that's not a factor (as a matter of fact, I went to Windhelm to kill someone for a contract, and found the murder scene first. It was kinda fun to solve the murder of several women while in town to kill another woman (who got her throat sliced just outside the manor door for good measure!!) This was LONG after the Arentino quest, so I had already been in and out of Windhelm several times).

 

Remember that quest stages cannot be undone - you can setstage forward, but never backwards.

 

Edit: valid commands entered into the console may not return an error, even if they have no effect. They usually only return an error if the action could not be completed. As noted above, quest stages cannot be undone, but if you complete a quest, and try to setstage back to the beginning of the quest, nothing happens, and you don't get an error message.

I play on the PC and had the same problem, after doing a Google search, it would appear this quest is bugged and doesn't work for everyone. I found a step by step for using the console to get round it, but that doesn't work either. It accepts the commands for ending the BOTI quest, but won't start the next part for getting the house.

 

My OH has the same problem and he plays on an Xbox, he's done the BOTI quest, but the steward still doesn't offer the house for sale, we both figure we will just have to wait for Bethesda to fix it, when ever that will be is anyone's guess :rolleyes:
