cant disable skyrim borders need help

I have a similar problem but i want to have borders and i just dont have them and i hate it. Can anyone help me? i have tried butting bBorderRegionsEnabled=1 to skyrim.prefs and skyrim.ini but it wont work

You probably have a mod overriding the ini.
