Is it possible to download Mods to my phone then install to pc from there?

Yes it is entirely possible, you just need to daisy chain the phone to the laptp for a transfer than perfoam a manual install frankly I did it for quit some time

Yea it will work you can d/l any file type to your phone as long as the storage has enough free space for it; then transfer to a PC in numerous different ways.

Perhaps my guess goes in the wrong direction but just a hint in case it is true: since I also use my mobile phone as a portable harddisk, if the phone is android and the pc is windows in such case a file transfer from phone to pc via usb cable is possible but you have to tell your phone that it has to serve as a data storage device during an esablished usb connection to a pc. Perhaps this is helpful...
