Diplomatic Immunity quest problem

I have a major problem with the Diplomatic Immunity quest. When ever I get off the carriage that takes me to the Thalmor Embassy I immediately get attacked by the guards. I have checked and I am only wearing the Party Clothes and Party Boots, and I have the Invitation. My inventory is empty except for quest items. I cannot enter or leave, nor can I sneak or do anything, I just wait for my inevitable death. I have tried letting time pass or doing other things before going but to no avail. I have also tried googling this problem but I can't find anyone who has the same issue.

 

So, does anyone here have this problem, or know a workaround?

I had a problem like this that I think was caused by attacking either a stormcloak/Imperial/Thalmor prisoner escort group before choosing a side in the civil war. I would also get attacked by Whiterun guards. I was able to clear it by attacking one of the hostile guards and getting a 40 gold bounty, then submitting by sheathing your weapon. I paid my fine and everyone went back to normal.

 

The curious part of course is/was why they all would react that way, especially the Whiterun guards when it happened out in the wilderness in a different hold region. I would check cities and see who is immediately hostile, then try to get a bounty there and clear it and see if it fixes it.

So from what I understand, I believe that this is due to the fact that you normally would never interact with the thalmor before this. If you have a mod that makes the thalmor appear before this then I suggest doing the main quest first. and no the northwatch guards are completely separate.
