Acquire a quest via cheat console? PC

Greetings.

I want to buy the land from the Dawnstar Jarl and I have already completed the "Waking Nightmare" I then find out that the "Kill Giant" favor quest (which is also required to have him sell the land to you apparently) requires you to be level 22... I am level 3. Its rather annoying having to wait till 22 especially if you are trying to roleplay, so I decided to try and cheat myself to clear the quest. But nothing seems to work.

I tried setstage favor153 10 then 20 instead and nothing. I don't get the quest nor does it become completed.

I then tried Player.setlevel 22 then back to 3 which did work, but I am stuck with around 10 perk points that I do not want and there are no cheat to remove those, unless I want to spend quite some time using it on a perk, then remove it, then add, then remove.

So is there any way I can acquire/clear that quest without having to go through 100 steps or download some sort of cheat engine? (I don't mind mods)

You can try:

startquest Favor153

then your SetStage command. This should start the quest and set it to the stage to kill the giant. Not sure if it works in SE or if the startquest command requires you to also meet the requirement.

EDIT: Link to quest I believe you're talking about: http://www.uesp.net/wiki/Skyrim:Kill_the_Giant_(Jarl)

EDIT2:

Alternatively, you can try the same method and just start the quest that unlocks the ability to purchase land:

startquest Favor256

Thank you very much for replying even tho I was extremely slow. I did try start quest but it had no effect either. So I decided to activate the house quest itself, I discovered that by doing so it still took the money required for it. So it didn't feel as much as cheating :)
