Main menu F:NV

I've had this issue happen to me years ago but i have no idea how to fix it now. LOOT says everything is fine and fnvedit says everything is fine but maybe one of you can find something they can't. My issue is that whenever I load up F:NV nothing appears on the main menu and my mouse isn't there, the music plays but nothing shows up. Below is my load order for your viewing pleasure.
