SSE "The application was unable to start correctly (0xc000142). Click OK to close the application." - DirectX and .NET framework up to date.

I cannot start the creationkit because of this error - "The application was unable to start correctly (0xc000142). Click OK to
close the application." however two people have suggested updating DirectX and .NEt framework but I have the latest updates. I have Dx9, Dx11, and latest DirectX 12. I also have all .NET framework versions including 4.6.1 or whatever is latest.

 

I have tried verifying cache with steam, nothing seems to fix the issue. admin, nothing.

Bethesda wont help, nor on their forums. Everyone seems to think I don't have DirectX or .NET framework updated yet I've tried multiple times to update them but they are up to date to the latest versions.

 

Someone please help.
