I don't think that it has anything to do with your computer specs; my computer is worse than yours, but I never had any problems with fast travelling.

There are two things you can try for a start.

1.) Take a look at Skyrim Project Stability: http://www.nexusmods.com/skyrim/mods/32363/?

There are many hints how to tweak your ini files in order to improve game stability and performance, the latter shouldn't be a problem for your computer, but it could be useful nevertheless. Tweaking the ini files can be a possible solution for your problem, but it's no guarantee. Just try it and see if it works.

2.) Take a look here: https://forums.nexusmods.com/index.php?/topic/470570-skyrim-crashing-upon-fast-travel/

These guys had the same problem as you, only five years ago. Some of them thought it was a corrupted save file.

PowderdToastMan came up with a solution that supposedly worked: "As far as these ini problems....Go to your save games folder and remove EVERYTHING in there to a temporary folder on your desktop. Start a new game and save. A new vanilla ini file will have been created in your save games folder. Find the save games you want from your temp folder and place them back in your save games folder. This should fix the problem. If it does not, then something you changed affected your actual save game and the save is corrupted. But those things are very rare. *edit After doing the above, to see if it is a corrupted save game, fast travel with your new save and see if it works".

After trying powderdtoastman's steps the problem was gone on the new save. and after a bit of diagnosing it seems riverwood is the only point that is CTD'ing or around riverwood that is. so i think its a corrupted save game. luckily i wasnt too far into my playthrough so i dont mind starting over. Thank you for your swift reply and being so friendly and helpful. but a quick question, is my load order ok or does it need tweaking?

Open LOOT and make sure that your Unofficial Skyrim Legendary Edition Patch.esp=1 is a misnamed esm file and not an esp file. If it is an esm file, you can leave it there. If it is an esp file, move it down in your load order.

If LOOT doesn't mention any conflicts, your load order is probably alright. Just give it a try, and when you run into problems, simply change the load order accordingly. As long as you don't deactivate or activate mods in the middle of your game, everything should be fine. If you'll run into problems, consult the respective mod pages and see if the mod authors have written anything about how to load the esp files. Apart from that it's usually try and error.
