Legate Quentin Cipius won't talk to me

This dreaded bug is happening in SSE too :( It basically kills the Civil War questline, typing setstage CW03 210 doesn't trigger the battle for Whiterun and skipping the whole battle by typing setstage CWSiegeObj 9000 doesn't help either since after that Tullius won't give the correct dialogue option to continue. So far I've done these with poor results:

 

-finished the main quest

-tried with mods disabled

-tried reloading an earlier save

-tried setting the faction rank to 4

-made sure my bounty was 0

-tried a new character (!)

 

Only thing I can still think of trying is a new save without the unofficial patch and/or alternate start

if this is the same issue i had, this should work.

first, load a save from before you returned to dragon's reach to return the jarl's axe, and make sure you don't have a bounty (if you haven't already), open the console, type "player.addfac 2BF9A 4" (minus the "", not sure how well this will work in se) then continue on to dragon's reach to return the axe.

a few things might be a little screwy, and it might cause more bugs, but you should be able to continue on... assuming all goes well.

and try not to do this near stormcloaks or stormcloak supporters as this might (or perhaps will) turn them hostile.

This does not work for me, after doing all the above I just get cipius telling me to stay sharp and that its only a matter of time. How the hell has this bug not been patched after 5 years?
