"Error loading the following mods" and "Error registering the mod <mod name> root element is missing"

So a few days back I wanted to delete some mods because they were conflicting with other mods in my game. In the middle of uninstalling one, my impatient dumbass shut down the computer. Now I cannot redownload that mod nor delete in any fashion and it won't work in my game. I've tried everything, verifying the game cache, uninstalling Skyrim and the reinstalling it, and downloading the mod manually. Nothing at all seems to work cause I keep getting those error messages at the title of the forum, can anyone help?
