Negative skill level; can't level up said skill

Does anyone know how I can solve the fact that my character has a negative heavy armour base skill level?

I originally had -5 base skill in Heavy Armour, and can only increase it to -4.

player.incpcs, modav, forceav, and advskill don't appear to work.

When I do player.setav, the skill level changes, but I am still unable to level up the skill (tested via trainer).

Some installed mods that I believe to be relevant to the issue:

Skyrim Experience Mod (the 2013 version) and Disparity (class & racial skill bonuses set to fortify skill & xp rate)

2. Skyre messes with your weapon and armor strengths, so I'd imagine it is that mod. Make sure you've installed it correctly and that you have all the patches for it.
3. Run your mods through LOOT and make sure you hit Apply, they are in poor loading order and are likely going to be crashing your game among other issues.

Thanks for the advice, though this save seems unsalvageable in terms of being able to level heavy armour again. I'm just going to take the time to clean my mods and start a new game.

This is sortof super dead being like nearly but I couldn't find any non-load order based solutions, b 4 years old but if you setav your glitched out skill to level 100 and then make it legendary it should level as normal from then on.
