How to make skyrimgalaxy.dds opaque?

I decided to try my hand at modifying the Enhanced Night Skyrim mod for my own use (Not for distribution).

 

Anyway, the problem I am having is that despite my making the alpha channel entirely white in some areas, the skin is still semi-transparent in the game in these white areas. How can I make it completely opaque in these areas?

Anyway, how can I get the ingame galaxy to look more like the first image?
