Purr4me
Yeah, but I think I remember even early on it did this. I just ignored it thinking it was a temporary glitch that would probably fix itself on restart because I didn't care about building settlements at the time.Because your 3 plugins from the ceiling of the games load capacity? I can only offer an attempt to make a patch for that environment for you to try. If you wish? But with that many mods, it may be a futile attempt. Currently the issue is baked in but I can over ride baked in issues, not many here can.

Purr4me
Loaded a save right after the quest that unlocks sanctuary as a settlement with no mods active, no luck. That indicates it's mod conflict and no way from a fresh start will this issue be there unless it's mods causing it. That confirms it.

Those were higher in my loader order before I made this post, I uninstalled everything relating to settlements when I was trying to find the problem on my own. If I had to guess which mod it is, and It's a blind guess (only thing I'm basing it on is the fact that the mod is now hidden "until it's fixed"), is "don't call me settler." Purr4me
yeah, there is some scuttlebutt about that mod too. IF the data from that mod still resides within NMM systems, you need to track it down and remove all traces of it. I don't care about issues about the mod ,what I care about is why it was removed. From some posts I read, being conjecture in nature, I can guess it's a problem child of some sort. but, once you uninstall any data, even if it's not that mod or move data on a heavy modded game, you break code chains in the saved game file. Fallout4 ? I do not know if there is a saved game cleaner, you'll have to ask around, but becasue of what your telling me now, you need to remove said changes and all traces of subject mods Thus removed from NMM's systems. IF there is a download catch in Nmm? you best back up all of them some place else becasue if you truly wish to keep this saved game file? you need to heed advice given here. The problem is, there are assets involved still left behind in the games structures, a known flaw with Nmm, issues abundant enough to warn you about the left over data. Now, if you choose to not do any more about the issue, there not much play time left with the current saved game file being corrupted by missing data. If there is no saved game cleaner for this game available, your going to require an override plugin to clean the data from that data base file. JamesIsADeadbeat
I haven't uninstalled it yet. Anyway I figured out that sanctuary actually does work as a fully functional settlement for me minus 2 things: 1: I can't dismiss companions to sanctuary(no big deal) 2: The happiness and population isn't displayed on the map. (also no big deal, I'll just dump em in red rocket.) If uninstalling it is going to corrupt my save then I'm going to just leave everything be, I've had it installed for 4 days and 19hrs of gameplay so if it hasn't messed anything up by now, it should be fine. Thanks for the help though.
